Revert "Bump ktor to 3.1.0"
This reverts commit ef2caccec46ebdac5738b7602144dcbbcdf63753.
Reverted due to an AbstractMethodError triggered in the
serialization logic after bumping ktor 3.0.3->3.1.0.
