net/dns: add MagicDNS DNS-over-TLS supportbradfitz/dot
For Android Private DNS in "Automatic" (opportunistic) mdoe.
Tested with:
$ sudo apt-get install knot-dnsutils
$ kdig @100.100.100.100 +tls google.com
