go.mod: bump go-git to v5.13.1 (#14584)
govulncheck flagged a couple fresh vulns in that package:
* https://pkg.go.dev/vuln/GO-2025-3367
* https://pkg.go.dev/vuln/GO-2025-3368
I don't believe these affect us, as we only do any git stuff from
release tooling which is all internal and with hardcoded repo URLs.
Updates #cleanup
