ipn/ipnlocal: improve dohQuery error to suggest `?dns=` and `?q=` (#16056)
Previously, a missing or invalid `dns` parameter on GET `/dns-query`
returned only “missing ‘dns’ parameter”. Now the error message guides
users to use `?dns=` or `?q=`.
