net/tstun: restore tap mode functionality
It had bit-rotted likely during the transition to vector io in
76389d8baf942b10a8f0f4201b7c4b0737a0172c. Tested on Ubuntu 24.04
by creating a netns and doing the DHCP dance to get an IP.
