wgengine/magicsock: minor tidies in Test_endpoint_maybeProbeUDPLifetimeLocked
* Remove a couple of single-letter `l` variables
* Use named struct parameters in the test cases for readability
* Delete `wantAfterInactivityForFn` parameter when it returns the
default zero
Updates #cleanup
