build: support Cygwin + bundled luajit #36417
Fixes compilation/link/installation on Cygwin with bundled dependencies
(cmake.deps). Only builds with LuaJIT are fixed. Linking against PUC LUA still
does not work.
Note: Luajit technically does not support Cygwin:
