.github: disable the actions cache on all CI stepspush-wmvmtoxuoumt

We're regularly failing CI runs by pushing so much stuff that
the runner runs itself out of disk, and even when it succeeds
restoring and pushing that much cached data might be costing
us more time than just rebuilding the stuff from scratch.
